Service Description:

The City of Buena Park uses a Pavement Management System to monitor the general condition of the pavement on all streets in the City. This system tracks the pavement condition using a measurement called the "Pavement Condition Index" or PCI. These PCI values can range from 0 to 100, with a higher number indicating a better pavement condition. The Pavement Management System helps staff to determine what types of pavement treatment each street might require (ie: slurry seal, thin overlay, thick overlay, reconstruction, etc.), and what year these treatments should be applied. By inputting cost data for similar projects, the Pavement Management System also helps staff with rough cost estimates to do this work.

PCI values are determined by a nationally adopted standard for pavement "distresses." Every two years, the City has approximately 1/3 of all City streets inspected for pavement distresses. These distresses are input into the pavement management system, which then calculates the PCI value for each segment. For segments that are not inspected, the Pavement Management System estimates the current condition of the street based on the last inspection data and the length of time since the last inspection.

The Orange County Transportation Authority (OCTA) requires every city in Orange County to maintain this type of database in order to be eligible for Measure M2 funding. All cities submit their Pavement Management data to OCTA every two years for review and to maintain eligibility.
